Abstract (please use no less than 300 words to describe your proposal)

The strategy project has been clear from the start that they wanted numerical underpinnings for what is proposed. This is in and of itself not problematic. When it is possible to measure things, it is possible to calculate what difference changes in procedures, approaches make.

There are issues with this approach. Not everything can be caught in numbers and, it is not always clear what the value of these numbers are. The numbers used in the presentation to the chapters meeting in Berlin are arguably flawed. When the future strategy of the Wikimedia Foundation is based on these numbers, the forecast will be flawed in line with the issues with the underlying data.

I will point out issues with the numbers and will suggest what effect this has on the strategy if my approach is accepted. Given that I want it to be a panel, I am looking for the Eugene or Philippe to present their numbers and argue their case. I hope that people like Erik Zachte are willing to participate so that we will have a lively discussion.
